This is a complete roll of tan cloth fabric repair tape, as widely used throughout UK forces.

Extremely practical and used for a multitude of tasks, such as camouflaging metal or shiny objects, repairing torn or broken equipment etc. Can also be easily written on, so often used as impromptu name/blood group labels of flak vests, helmets etc.
